Maryland Marriage License Application Guide
Maryland Marriage License Requirements
The Maryland marriage license is managed by each county. You must apply for your marriage license in person and in the county or city where your marriage will take place.
- Marriage License Fee: Varies by county, ranging from $35 to $75.
- Waiting Period: 48 hours.
- Validity: 6 months (you must marry within 6 months of the license being issued).
- Witnesses: Not required.
- Age Requirements: Individuals under the age of 17 are not permitted to marry.
For 17-Year-Olds:
- The individual must obtain parental consent from each living parent, guardian, or legal custodian, either in person or through a notarized affidavit.
- Alternatively, if parental consent is not available, the individual can present a certificate from a licensed physician, physician assistant, or certified nurse practitioner stating that they have examined the individual and confirmed pregnancy or childbirth.For the most accurate and up-to-date information, contact the marriage bureau in the Maryland county where the marriage will take place.

- No residency requirements.
- Cousin marriages are allowed.
Application Preparation
- One applicant must appear in person at the Marriage Bureau to complete the marriage license application.
- Both parties must provide one of the following forms of identification:
Driver’s license, government-issued non-driver’s ID, birth certificate, or passport. - Social Security numbers, addresses, and dates of birth.
- Divorce decree (if previously married).
- Home and work telephone numbers.
Non-Residents – Maryland Marriage License by Affidavit
If you’re a non-resident planning to marry in Maryland, you may apply for a marriage license using a Non-Resident Marriage License Application Affidavit. This process allows you to handle the application remotely under specific conditions.

Marriage License Package
After applying for your marriage license at the court, you will have the option to marry there. If you choose this option, note that some courts may not provide you with the complete marriage license package. The complete package is required for marrying outside the court.
Marrying Outside the Court
To marry outside the court, you will need the complete marriage license package and must marry in the county or city where the marriage license was issued.
Package includes:
• Marriage certificate (blue)
• Court return copy (green)
• Officiant copy (red)
After the marriage, your officiant will sign all paperwork and provide you with the certificate copy from your package.
Certified Copy of the Marriage Certificate
If you need to change your last name at the Department of Motor Vehicles, Social Security Administration, with your employer, on a passport, or for immigration or embassy services, a certified copy of the marriage certificate is required. Certified copies typically cost between $5.00 and $5.50.
Expedited Services
Many marriage bureaus allow self-returns of the court return copy for security reasons. The court return must be submitted to the county or city where the marriage certificate was issued.
